KUKE Launches EU-First Reinsurance Mechanism to Cover Polish Transport in Ukraine and it’s Reconstruction

KUKE has announced the launch of a breakthrough reinsurance mechanism—the first of its kind in the European Union—designed to provide insurance coverage for risks typically excluded from standard commercial policies. This initiative creates a vital "safety net" for Polish businesses operating in Ukraine and is available for all domestic insurers operating in Poland.

PZU, the largest commercial insurer, has become the first one to sign the agreement with KUKE, officially opening the door for Polish hauliers and freight forwarders to access comprehensive protection for their operations across the border.

The new mechanism allows domestic insurers to cover extrane ordinary risks, including:

• War Risks, Terrorism, and Sabotage,

• Property Confiscation,

• Comprehensive Transport Insurance: Expanded protection for Cargo, Third-Party Liability (TPL), and Casco for both road and rail transport.

"The reconstruction of Ukraine is a massive opportunity for Polish entrepreneurs, but it comes with obvious risks," said Andrzej Domański, Minister of Finance. "By mitigating these extraordinary risks, we are not just protecting trucks; we are securing the entire supply chain and paving the way for Polish businesses to lead in the post-war recovery. This is a true model of state support for private enterprise."

The reinsurance mechanism, which we made available to domestic insurance companies as the first export support agency in the EU, enables us to offer protection to Polish carriers, ensuring their full operational capacity in the Ukrainian market. I am pleased that PZU is the first to utilize this tool, which can contribute to improving the health of the transport industry and simultaneously provide conditions for continued growth of Polish exports in this strategic direction. It is worthwhile to utilize these unique European instruments to support expansion in challenging conditions. The reinsurance mechanism, a true model of state support for private enterprise, is available to all domestic insurers.

The reinsurance program, approved by the European Commission (decision SA.111121 of 4 April 2025), assumes that KUKE will take over 80% of insurers’ risk in exchange for 80% of the insurance premium.

By providing a solution for risks that the private market traditionally refuses to carry, KUKE is ensuring that the flow of goods continues and that Polish companies remain at the forefront of international efforts to rebuild Ukraine.
